This is a U.S. Navy Mark 2-C Pelorus Drift Sight base. This is just the base of the sight, essentially it was used during WWII to measure and adjust the drift of a flying aircraft (this is a very simplified explanation). Manufactured by Waltham Watch company. We are not experts on this item, but it does wind and run.
